Shit, that could be an effect of running the map in single player. I didn't overwrite the previous world before uploading the modified one, so I'll try to fix it.

EDIT: Derp, I didn't change the world name when I uploaded it back onto the server, so it created a blank, brand new world instead. I'll delete the blank world and rename the modified world back to the original. It should work out.

Finally figured out how to get the laser drill to bring up certus quartz. I also added charged certus quartz at a much lower chance. A cyan focus will increase regular quartz and light blue will bring up charged.

As far as I'm concerned, this doesn't make things OP. This is something that the mod should do out of the box, but it required some scripting to fix. I may have to go back and tweak the ore weights to balance things out, but we'll see how it goes.

Configs have been changed so that vanishing frames from Malisis Doors don't randomly jiggle around.

EDIT: It seems the config has to be changed on the client side, likely because it's technically a graphics setting. Go into appdata/roaming/.technic/modpacks/solo-handle/config and edit malisisdoors.cfg so that enableVanishingGlitch=false. I also changed vanishingGlitchChance to 0 just to be sure. That seems to have stopped the jiggling.

This config edit will be included in future modpack updates.

So I noticed that you guys don't really have any regular certus quartz in your systems. I know that you can't run them through a SAG Mill or Pulverizer right now, but might I suggest the Block Smasher? All it does is smash any block you feed it and give you the drops (like lapis, redstone, and certus quartz). You don't get any extra just for running it through the machine, but if you have essence to feed it then you can break blocks with fortune I, II, or III.

Maybe it won't be as clean, and you have to pay for extras, but at least it's processing the shit so that we don't literally have to place and break them.
